An attorney with considerable experience in the practice of health care law, Debbe focuses on all aspects of the regulation of medicine and healthcare providers, assisting hospitals, physicians, and physician groups in navigating the complex areas of third party payor regulations, Stark and fraud and abuse prohibitions, and health care transactions.
Debbe has served as hospital counsel to two hospitals in Western Pennsylvania who had sought and executed Affiliation Agreements with regional hospital systems.
In addition, Debbe regularly works with physicians and physician groups in practice formation, including employment and compensation arrangements. She works extensively with hospital-based specialists and regularly negotiates contracts on their behalf with hospitals and health care systems. She has significant experience with the sale of practices to health care systems, and the transition of physicians returning to private practice. She represents medical staffs in medical bylaw review, and has assisted both physicians and hospitals in the development and review of compliance plans.
